It is generally considered that the Roman Empire was at its peak around 117AD under Emperor Trajan. From there it was downhill for centuries, although not in a straight line.
Its decline can be primarily traced to three reasons: declining moral values and political civility at home;an overconfident and overextended military in foreign lands; and fiscal irresponsibility.
